The Delhi district administration introduced a colour-coding mechanism to streamline the process of issuing electronic passes (e-passes) for those working to provide essential services in the national capital.
Delhi is under complete lockdown due to the Coronavirus pandemic. Delhi Police Commissioner SN Srivastava issued fresh orders to strictly follow section 144 in the National Capital with immediate effect. Meanwhile, Delhi government released a helpline number and an online facility to provide e-facilities to the citizens.
On Wednesday, Kejriwal said the e-passes will be issued to ensure smooth supply of daily use items in the national capital during the 21-day lockdown implemented to stop the spread of the coronavirus and announced a helpline number (1031) through which staff delivering essential goods can get e-passes on their mobile phones through Whatsapp.
Applicants can apply for the e-pass via WhatApp and mail, which also can be used as identification during the lockdown. Here is a step by step guide which you can follow to get e-pass through Whatsapp or mail.

How to get e-pass through WhatsApp
To apply through WhatsApp, you can send a message with all your particulars and relevant documents pertaining to your identity to authorised mobile numbers corresponding to their area, i.e., East, North East, Central, New Delhi, North, South East, West, South, South West, North West.
Details you need to mention to get e-pass through WhatsApp:
- Name
- Address/place of engagement
- Details of Essential service/purpose
- Period
- Time
- Copy of ID card like Aadhar, Voter Card etc.
- Vehicle number, only if requires.

How to apply for e-pass online
Applicants can also apply online, but for that one should email ddma.delhi@nic.in with their particulars, and will receive the pass on their provided email ID.
Once the request is accepted by the authorities, the passes will be issued. Delhi government will send these e-passes through WhatsApp or via e-mail. These passes will be valid for all days until the lockdown period ends.
